Harris-Stowe State University is a historically Black institution (HBCU) located in the heart of vibrant mid-town St. Louis, Missouri. Harris-Stowe’s beautiful campus is minutes from the renowned Gateway Arch, St. Louis Zoo, St. Louis Art and History Museums, Forest Park, and other cultural and educational institutions. Harris-Stowe’s diverse faculty and staff provide a wide range of academic programs to one of the St. Louis region's most culturally diverse student bodies.

 


Job Summary:

The Chief Human Resources Officer is directly responsible for the overall administration, coordination and evaluation of the human resource function.

 


Essential Functions:

  • Responsible for the recruitment and retention of exemplary professional staff and faculty.
  • Take a leadership role in working with the president's executive cabinet, Academic Affairs and professional staff department heads to develop an effective training program for each position type in the University.
  • Works in partnership with CFO to effectively manage a zero-based budget for employee related legal expenses through adherence to federal, state and local labor law and application of such to employee relations.
  • Work in partnership with the Provost and cabinet members to identify and implement succession planning for critical positions.
  • Annually reviews and makes recommendations to the president and executive cabinet for improvement of the organization's policies, procedures and practices on personnel matters.
  • Maintains knowledge of higher education trends and employment legislation and ensures university compliance.
  • Responsibility for organization compliance with federal, state and local legislation pertaining to all people matters.
  • Responsible for the creation and implementation of wage and benefit planning to enable the recruitment and retention of a superior faculty and professional staff work force.
  • Develops and maintains a human resource information system that meets the University's personnel information needs.
  • Supervises the staff of the human resource department. Participates on committees and special projects and seeks additional responsibilities.
  • Perform other duties as assigned.

 


Supervisory Responsibilities:

  • Manages and motivates staff (including, hiring, terminations, performance management, etc.).
  • Assess staffing needs and performs some recruiting duties.
  • Train, direct and appraise staff.
  • Plans and organize workload and staff assignments.
  • Issues written and oral instructions; assigns duties and examines work for exactness, neatness and conformance to policies and procedures.

Language Skills:

  • Ability to read, analyze and interpret general higher education periodicals, professional journals, legal documents or government regulations. Ability to write reports and business correspondence. Ability to effectively present information and respond to questions from leaders, employees, students and the general public.

 


Education, Experience & Training

  • Master's Degree (M.A. / M.S.) (Doctorate preferred) from a four-year college or university; along with 6 to 10 years of related experience and or training; or equivalent combination of education and experience

 


Certifications, Licenses and Registrations:

  • PHR Certification / SHRM-CP. S-PHR /SHRM-SCP Certification preferred.

 


Computer Skills:

Proficiency in Microsoft Word, Excel, PowerPoint and Outlook is required.

 


Physical Requirements:

The employee may occasionally stand, walk, stoop, kneel or crouch during shift. Employee will be required to regularly sit, use hand to finger, handle, feel and reach with hands and arms. Employee must be able to occasionally lift, push, pull and or move up to 25 lbs.

 


Working Environment:

  • This position works in an environment with low noise levels.

 


Travel:

  • This position may travel up to 5% of the time.
